Feb. 4--They weren't in Kansas anymore. Or Oklahoma.

Two businesswomen from those states won a degree of justice Thursday when the state Public Utility Commission fined Capital City Cab Service of Steelton $400 over a two-hour cab ride described by the women in legal documents as "very scary."

Janet L. Moore, 29, of Winfield, Kan., and Leah McCombs, 40, of Newkirk, Okla., flew together from Wichita to Harrisburg for a training program on Sept. 25, 2002. Neither woman could be reached Thursday for comment, and the PUC case documents do not say who they work …
