Feb. 4--Online optics retailer Thralow Inc. of Duluth, Minn., has signed an economic development agreement that will allow it to build in a tax-free zone in neighboring Proctor.

Thralow has agreed to relocate to land on Westgate Boulevard, invest at least $750,000 in a new building and create three new jobs, according to a company news release. The building will be in a tax-free Job Opportunity Building Zone, or "JOBZ." Currently, Thralow is located at 30 E. Superior St. in downtown Duluth.
