Jan. 30--If you really think Interstate 5 and Highway 99 around Stockton are going to be widened to 10 lanes each or that there will be an across-the-city-top link between the two traffic arteries, then you are invited to the on-time April 21 Ports opener at the new downtown ballpark.

Won't happen.

At least it won't happen before Social Security collapses. Think Eight Mile Road at Interstate 5 and the mess that still exists, even though the Spanos people telegraphed their west side shopping and residential intentions years ago. Think Hammer Lane and the two …
