Computer-based energy simulations performed for buildings in the commercial and private sector are often calibrated using dedicated utility meters; however, dedicated building utility meters are rarely found on large military bases or government campuses. Most large facilities have main utility meters located where the utilities enter the property but lack submeters on individual buildings. Since retrofitting these buildings with dedicated meters is often cost prohibitive. building energy simulations must be conducted in some other way.
