FORT LAUDERDALE, Fla. _ On a chaotic final day of registration for some foreigners, the Justice Department announced Pakistani, Saudi and Armenian men also will have to comply with the new national security measure, prompting concern over how the immigration service will handle the added burden.

Staff and computers at the Immigration and Naturalization Service offices in Miami appeared overwhelmed on Monday by about 30 men aiming to meet the first-round deadline for registration, said Maite Hoyos, president-elect of the American Immigration Lawyers Association's South Florida chapter.
