PORTLAND _ The federal government is engaged in talks with Portland-based Mercy Corps and other aid groups that could assist Iraqi civilians in the aftermath of a possible U.S. invasion.
Such a relief operation would be fraught with logistical challenges and the unsettling prospect of aid workers having to work in a nation where biological or chemical weapons might be deployed.
In the worst case, one United Nations estimate indicates that a U.S. military invasion might create up to 2 million refugees.
"We don't want to see war, but we feel there has to be contingency planning," said Dan O'Neill, president of Mercy Corps. "We want to be able to assist civilian populations at risk."
