Jan. 9--SMALL BUSINESSES PLAN TO HIRE NOW: The next three months can present a number of challenges for small-business owners.

Because for most of them, business often is sluggish in the first three months of a calendar year.

Also, small-business owners will tell you that few of their peers are prepared to address even a small decline in business for 30 days -- much less 90 days.

So when word comes that small-business owners are generally upbeat and plan to add staff immediately or soon, the news is surprising.
