Japan reduces assistance to developing countries for sixth straight year.

Dec. 24--TOKYO -- The nation's official development assistance has reached a turning point, with the budget for fiscal 2005 reduced for the sixth straight year in the face of public scrutiny over the quality of aid to developing countries.

After the Foreign Ministry and other ministries and agencies that use ODA funds in their assistance programs negotiated with the Finance Ministry, the budget was set at 786.2 billion yen for the next fiscal year, down 3.8 percent from the initial budget for fiscal 2004.
