Dec. 20--Rivulets of steam escape from the All-American Hot Dog Street Cart and are immediately swept away by a rush of arctic air.

Standing near this stainless steel oasis of warmth is Jay Russell. Bundled in a red jacket, Russell stirs a pot of ground meat and onions simmering over a portable campfire stove, indifferent to the whipping winds that make it seem much colder than it is.
