Dec. 14--Bilme Reyes was chatting and laughing with friends in a parking lot across from the U.S. Customs inspection point at the Veterans Memorial Bridge at Los Tomates.

And although he had to wait a while to cross into Matamoros, the 60-year-old Bilme was at ease after having driven two days straight from Chicago en route to his native Morelia, Michoacan, just west of the Mexican capital city.
