A proposal by Transportation Services Inc. (TSI) to create a company that would act as a common billing and collection agent for its customers -- ocean carriers in the U.S.-Puerto Rico trades -- has been reviewed and approved by the Justice Department's Antitrust Division. The company formed to serve as a joint agent would be independent of the ocean carriers
