Mar. 23--TALLAHASSEE, Fla. -- In an election year about-face, Florida's speaker of the House said Monday that he wants to repeal the telephone-deregulation bill that he supported last year before it led to the largest rate increase in state history.
Rep. Johnnie Byrd, a Plant City Republican seeking his party's nomination for the U.S. Senate, said a recent federal court ruling, coupled with what he considers a flawed decision by state regulators, has resulted in a situation that will lead to higher phone rates and no guarantee of increased competition.
