Jun. 25--MEXICO CITY - Texas Gov. Rick Perry asked Mexicans on Thursday to strip emotions and demagoguery from a debate over private industry involvement in the country's energy business - and focus instead on their projected electricity shortfall and how Texas know-how can help.
The Republican governor punctuated a three-day trade mission in Mexico by telling government officials that their country and his state can benefit from a relaxing of Mexico's prohibitions against private-sector energy exploration and exploitation.
