PHILADELPHIA _ When he triumphantly flew onto the deck of the aircraft carrier Lincoln a year ago in a moment made for TV, President Bush surely could not have anticipated the downward spiral still to come in Iraq.
As he congratulated the troops that sun-dappled day off the coast of San Diego, a red, white and blue banner proclaimed "Mission Accomplished." It was a carefully scripted scene that suggested a campaign commercial. Yet it has been mercilessly mocked by Democrats in the 12 months since, both for the message and for the image of a commander in chief with a disputed service record dressed in a flight suit.
But with Bush's handling of Iraq, terrorism and national security central to his presidential campaign, as well as that of his presumptive Democratic rival, Sen.
