RAMALLAH, West Bank _ He's old and sickly, relegated to two rooms in his demolished headquarters in Ramallah. His former negotiating partners, the United States and Israel, implore world leaders to isolate him. His proteges in his own government publicly challenge him.
Yet Palestinian leader Yasser Arafat never has seemed more in control of the fate of his people. As his prime minister sets out to establish a new government in early November, no appointment will be made without the 74-year-old Arafat's blessing, Palestinian officials say.
He controls the purse strings and the hearts and minds of Palestinians, and the prime minister, legislators and Arafat's controlling Fatah political party know they can squabble with him and resist his authority only so far. All who've sought power for themselves at the urging of the United States and Israel have become the butt of Palestinian jokes.
