WASHINGTON _ For President Bush, legislative victories in Congress don't come wrapped in pretty bows. The White House wins ugly these days.
When the president walked away with his $87.5 billion post-war spending request generally intact this past week, he left behind lawmakers complaining that a ham-handed administration didn't seem to understand that the White House and Congress are equal branches of government.
And those are the Republicans talking.
"Arrogance is not a good trait," said Rep. Frank Wolf, R-Va., one of 13 powerful "cardinals" on the House Appropriations Committee. "They should be more open. It goes better that way."
