Laura Bush was in Paris this week, presiding over the hoisting of the U.S. flag at the headquarters of UNESCO, the U.N. Educational, Scientific and Cultural Organization. But the ceremony, ahead of Wednesday's official U.S. return to UNESCO after an absence of 19 years, was drained of much of its meaning recently by a penny-pinching Senate committee. If the first lady felt a trifle embarrassed under the circumstances, she had every right to be.
