MEXICO CITY _ President Vicente Fox, sounding contrite, told the nation Monday that Mexico has undergone dramatic changes in his first half of his presidency but that the transformation remains incomplete.
"We have created institutions and we have brought about major changes in the law, but in no way can we as yet talk in terms of the historic transformations our times demand," said Fox, as he delivered his third State of the Union message before a nationally televised audience and members of Congress, some of whom booed and heckled him during the nearly two-hour address.
