RICHFIELD, Ohio _ Standing in the pouring rain before hundreds of Ohio workers Monday, President George W. Bush predicted a sunny forecast for the country's economy.
He earned hearty applause with promises to spur the manufacturing industry by putting more money into highway construction and to return the unemployed to work.
"The economy is beginning to grow," said Bush, who delivered his annual Labor Day speech at the International Union of Operating Engineers' picnic in Richfield Township. "I come with an optimistic message. I believe there are better days ahead for people who are working and looking for work."
But the president didn't win over all of the approximately 2,500 people who braved the rain and mud to hear his half-hour speech.
