MEXICO CITY _ President Vicente Fox told the nation Monday that Mexico has undergone dramatic changes in the first half of his presidency but that the transformation remains incomplete, according to a summary of the speech released in advance by his office.
"We have created institutions, and we have brought about major changes in the law, but in no way can we as yet talk in terms of the historic transformations our times demand," Fox was expected to say in his third State of the Union message before members of Congress and a nationally televised audience.
