JERUSALEM _ Israel's government systematically discriminates against the country's Arab minority, a blue ribbon commission of inquiry reported on Monday. The panel also found that Israeli police used excessive force to quash pro-Palestinian demonstrations in northern Israel three years ago.

But the commission, created to look into police killings of Arab Israelis in those demonstrations, failed to find any criminal wrongdoing, angering the very people its report intended to mollify and threatening to widen the gulf between Arab Israelis and Jews.
