TALLAHASSEE, Fla. _ The tri-state talks on sharing water from the Apalachicola-Chattahoochee-Flint river system are over _ and the years-long struggle may be headed for the U.S. Supreme Court.

The governors of Alabama, Florida and Georgia couldn't agree on a deal or to continue talking. The legal agreement that established the talks expired at midnight Sunday.

Florida officials said the talks ended because the state was unwilling to risk the future of the Apalachicola Bay, which supports the region's seafood industry. A spokesman for Georgia Gov. Sonny Perdue said Florida wanted to micromanage his state's water use.
