History of the guest-worker program.(The Orange County Register)
BRACERO PROGRAM
Began in 1942 during the World War II labor shortages. Ended in 1964. Fraught with controversy because of deplorable working conditions in the labor camps and charges that workers weren't paid. In August, a federal judge threw out bracero lawsuits for back pay against the Mexican and U.S. governments and Wells Fargo Bank. A bill is pending in Congress that would force a hearing on the lawsuits.
H-2A VISAS
Began after the 1986 amnesty. About 45,000 foreign nationals work in the U.S. each year under these visas, but only a few hundred in California. Employers cannot hire foreign workers under this program unless they can show over ...
