An issue in the contract negotiations between the International Longshore and Warehouse Union and the Pacific Maritime Association has been the future of the arbitration system for deciding technology disputes. When the contract is finally resolved, ILWU locals are certain to challenge attempts by individual terminal operators to implement labor-saving technology. Employers have agreed to allow the first challenge to be lodged with the ILWU-PMA arbitrator at the port where the dispute arises.
