DALLAS, TX -- FERC Commissioner William Massey, speaking at the Peak Load Management Alliance, continued to support aggressive open competitive markets modeled after the natural gas market. Massey also outlined three areas, including standardizing interconnection rules, in which he is working to ensure that open markets are functional markets. Massey's remarks set the tone for two days of discussion of demand-response programs.
Massey said that he is focusing on the Regional Transmission Organization (RTO) trading hubs to eliminate pancaking and to operate the grid independently. He indicated the FERC is approaching the RTO formation as a voluntary program, but the FERC "will insist on volunteering." He firmly believes resource neutrality will eventually favor demand response resources equally.
