BRUSSELS -- Every time a building anywhere in Europe changes occupants, details of its energy performance must be made available as well as hints on how improvement can be achieved.
The requirement is spelled out in a new directive, entitled "The Energy Performance of Buildings," which was approved by the Energy Council of ministers.
As well as setting up requirements for energy ratings for all buildings, it also requires that "contemporary standards" of energy efficiency be adopted during refurbishment of any commercial building over 1000 [m.sup.2]
