AUSTIN, TX -- Although often held up as a model of successful deregulation, the Texas electricity market has generated its share of sparks. The agency has come under attack for persistent technical problems and a variety of other issues, the Fort Worth Star-Telegram reported.
Just months after the state's electricity market was deregulated, a top lawmaker in June called for an overhaul of the Electric Reliability Council of Texas (ERCOT), the organization which manages the state's power grid and administers the state's electricity deregulation.
At the same time, John Hawks, chairman of the ERCOT board of directors, announced his resignation. Hawks, a vice president at PG&E National Energy Group, apparently is still an ERCOT board member.
State Rep. Steve Wolens, co-chairman of the legislative oversight committee on electric deregulation, co-author of the 1999 deregulation law, and the legislator calling for an ERCOT overhaul, said he believed Hawks ...
