Boise, ID -- The National Governors Association (NGA) Task Force on Electricity Infrastructure on July 15 recommended the creation of multi-state entities (MSEs) to facilitate state coordination of transmission planning, certification, and siting at a regional level.
The task force report, released at the NGA annual meeting, states that the need for MSEs has become apparent as Federal Energy Regulatory Commission (FERC) efforts to empower regional transmission organizations (RTOs) with the ultimate authority over regional transmission planning creates the potential for jurisdictional conflicts between federal regulators and state authorities. The report notes that state siting authorities may be required to approve transmission upgrades to lines that serve regional needs and primarily benefit residents of other states as electrical supply markets become increasingly regional.
