SEATTLE _ Washington Coach Rick Neuheisel vowed yesterday that the confusion that resulted in a game-altering penalty in the final seconds of Saturday's 31-29 loss at Michigan "will never happen again."
To that end, Neuheisel already has decided to change one of the procedures that helped result in the penalty for too many men on the field that allowed Michigan the extra yards it needed to kick a game-winning field goal as time ran out_a sequence of events that a columnist for the Chicago Tribune called "one of the great brain cramps in college football history."
