Nov. 28--TALLAHASSEE, Fla.--Among the signs that Republican leaders already have a plan worked out for solving Florida's budget crisis: Gov. Jeb Bush took time Tuesday to talk golf with Senate President John McKay and comment on House Speaker Tom Feeney's necktie.

A month after the Legislature's first, unsuccessful attempt to solve the state's $1.3 billion shortfall exploded in a standoff between Feeney and McKay, Republican legislators were working hard Tuesday -- the first day of a second special session -- to strike a new tone.

"We've got nine-tenths of a compromise already worked out," Feeney said.
