NEW YORK _ Ten weeks after the worst terrorist attack in U.S. history, the toll of the dead and missing at the World Trade Center remains an open question, with the numbers changing almost daily.
As officials hurriedly compiled lists of the dead and missing in the chaotic days following the Sept. 11 attack, the numbers soared to a high of 6,453 missing on Sept. 23.
But this week, the official count of the missing stood at 3,275, a 49 percent drop. Including the 673 confirmed dead, the number of known or feared casualties totals 3,948.
The declining number, while providing a measure of grim comfort that the collapse of the twin towers was not as deadly as once feared, has created a sense of lingering uncertainty for charitable organizations that want to make sure they have contacted the survivors of all victims.
