Apr. 25--TALLAHASSEE, Fla.--After striking out on a proposal to tax Miami cruise ship passengers to generate public revenue for a new ballpark, the Florida Marlins switched strategies and reached first base on Monday, winning a House committee's approval to create a committee to study how to assist them in their quest to build a $390 million bayfront stadium.
