Apr. 26--South Florida water managers approved a bold rescue for Lake Okeechobee on Tuesday, ordering an emergency draining of high water that has smothered the lake's wildlife habitat and decimated its renowned fishery.

The plan is risky. It will heighten chances of water restrictions for South Florida's cities and farms, will dump dirty lake water into the Everglades, and will threaten marine life on the state's west and east coasts. But taking no action threatens...
