To the chagrin of some in the behavioral health field, the federal Center for Substance Abuse Treatment (CSAT) and Center for Mental Health Services (CMHS) announced last week that the contract that funds the National GAFNS Center for People with Co-Occurring Disorders in the Justice System is going out to competitive bid -- a development that could spell the end of the GAINS Center as currently constituted.
The notion that the GAINS Center, which is run by Policy Research Associates Inc. (PRA) of Delmar, N.Y., may cease operations and yield to another entity has some leaders in the behavioral health field alarmed.
