Nov. 19--The Watertown Housing Authority has received proposals from two companies interested in developing portions of the vacant Cloverdale Apartments complex near Starbuck Avenue.

Bruce M. Goewey, executive director of the authority, said Norstar Bank, New York City, has proposed developing as many as 96 housing units to rent at market prices on most of the 7.5-acre site.
