Nov. 19--A three-judge panel will soon decide if the state's environmental chief can ban bear hunting in state parks.

The parks in North Jersey's rugged Highlands, home to many of the state's bears, on Thursday became part of the turf war between Environmental Commissioner Bradley M. Campbell and the state Fish and Game Council over the proposed hunt.

Lawyers argued before the state appeals panel in Trenton over Campbell's authority and intent in ordering closure of the state's parks and forests to another bear hunt.
