Nov. 18--NEWARK, N.J. -- An Essex County judge knocked $10 million out of Newark's yet-to-be-approved 2004 budget plan Wednesday -- a move that city officials said leaves them no alternative but to raise property taxes an average of $340 per household.
The order by Superior Court Judge Rachel Davidson came in a lawsuit that accused the city of breaking state law by failing since 2000 to set aside $45 million a year from parking and payroll taxes normally collected by the state.
