FORT LAUDERDALE, Fla. _ Why is it that bureaucrats who say they want to protect South Florida's coral reefs go after those who do the least damage to the reefs?

Instead of focusing on pollution, commercial ships and poorly executed dredging projects, those bureaucrats work on ways to keep anglers from fishing and divers from diving on coral reefs.
