Nov. 16--CARTHAGE, N.Y. -- The Metro Paper plant here may be changing owners.

The village Board of Trustees on Monday approved a resolution that would transfer ownership of Metro Paper Industries plant at 695 West End Ave. to the Jefferson County Industrial Development Agency.

JCIDA would lease the plant to Metro Paper. Monetary terms of the lease were not disclosed.

The resolution also calls for a 15-year payment in lieu of taxes agreement, or PILOT, village officials said, that will help secure the jobs of 26 full-time employees at the plant and dole out annual funds to the village, town of...
