Nov. 16--Environmentalists say they've blocked a bill in Trenton that would give towns a veto over most open space purchases inside their borders.
Critics of the measure said they're working to address worries about dwindling tax revenues in towns with lots of preserved land. But they are also determined to keep the bill from becoming law.
