Nov. 16--State Senate President Richard J. Codey acted as if there must have been a mistake when he saw the throng of reporters awaiting him outside the State House on Monday afternoon.

"I'm not the governor today," he said.

That was about 11 hours before Governor McGreevey's resignation took effect at 11:59 p.m. Monday, making Codey the acting governor. But with McGreevey's administration virtually silent for the past week, attention had long since shifted to the veteran Democratic lawmaker from West Orange.
