Nov. 16--CANTON, N.Y. -- The village Board of Trustees agreed to a pact Monday that holds Kraft Foods responsible for its debt on the sewage treatment plant, which helps clear the way toward sale of the closed Buck Street plant to a company that builds and repairs industrial cheese containers.
