Nov. 15--WANAQUE, N.J. -- An unfinished housing development near Ramapo Mountain State Forest is now entangled in the web of the new Highlands Act, intended to protect water-generating land.
What protests by neighbors and environmental groups couldn't accomplish, the watershed protection law, signed by Governor McGreevey in August, apparently has done.
