WASHINGTON _ Senate contests in fewer than a dozen states Tuesday will decide the year's second-most important election and determine if Democrats can regain control of at least one of the two congressional houses.
Because contested races are so close, possible outcomes range from a narrow Democratic takeover to an increased Republican majority. And each would have a different implication for whoever wins the presidential race, George W. Bush or John Kerry.
"The stakes are sky-high," said Ross Baker, a congressional expert who is a professor of political science at Rutgers University. "And there are a lot of intriguing possibilities.
"If the president were to win and the Republicans were to gain half a dozen seats, it would strengthen his claim to a mandate," Baker said of Bush. "If Kerry wins and manages to bring the Democrats to a majority, it will be a remarkable achievement and would argue strongly for his claim of a mandate."
