Perhaps because corporate and government facilities have so successfully reduced energy consumption using performance contracts, these end users have begun to realize that it makes economic sense to reduce consumption of all resources--water, wastewater, and solid waste, including aggressive recycling programs. Numerous facilities now operate resource efficiency programs that identify people as the real key to their success, with technology being just a tool. These people are called resource efficiency managers (REM), and they function as human performance contracts.
