Jul. 2--BALLPARK ISN'T CAUSE OF CITY'S WOES: Look closely at the city of Arlington today, and it's fair to wonder whether sports stadiums are all they're cracked up to be.

About a decade ago, residents approved a sales tax increase to fund The Ballpark in Arlington, in part because many believed that it would become a catalyst for economic development.

Hotels and restaurants followed, and some real estate progress is now evident, with a Siemens division head...uarters under construction nearby. But most of the land around The Ballpark remains vacant, and its promise is largely unrealized so far.
