WASHINGTON _ There used to be a saying on the left: Some things are true even if J. Edgar Hoover believes them. Perhaps the modern version should be: Some things are true even if Donald Rumsfeld believes them.
A case in point is Secretary Rumsfeld's speech in Brussels last week in which he ordered a freeze on funding ($350 million) for NATO buildings, and threatened to move the alliance headquarters from Belgium's capital. Why? Because of Belgium's 10-year-old war-crimes legislation, which grants its courts jurisdiction over alleged violations of human rights anywhere in the world. "Belgium needs to realize," he declared, "that there are consequences to its actions."
