Jun. 3--WILMINGTON, N.C.--The psychologists who have seen Patricia A. Bowen agree she is in no condition to hold a job.
She has a history of psychological problems. She was once admitted to a psychiatric hospital because she was hallucinating and threatening suicide. Although she finished high school, doctors have observed that she has difficulty making the sort of routine judgments needed to function in society.
But the government has repeatedly turned down Bowen's application for disability benefits. It has been more than seven years since she first applied for benefits, and Bowen is still waiting.
