Jun. 3--SMITHFIELD, N.C.--Johnston County commissioners threw their support Monday behind legislation to keep any towns from annexing some of the county's biggest employers, including Bayer, Novo Nordisk and Fresenius Kabi.
The companies, clustered along U.S. 70 east of Clayton, wanted the county's support for House Bill 1173, which would allow Johnston to declare them part of an "economic development zone" with the power to tax themselves -- and to keep any municipalities from roping them into their tax base.
