May 17--PANAMA CITY BEACH, Fla.--Spring Break 2003 was a kinder, gentler beast, tourism and law enforcement leaders reported Friday.

Although bed tax collections are expected to be comparable with those amassed during the same time a year before, total arrests, medical emergencies, even bar tabs were down -- which suggests visitors during March and April were a little better behaved.

Tourism leaders are crediting a Celebrate Safe campaign, which, among other things, lined roadways to Panama City Beach with 22 billboards encouraging breakers to act …
